JUNIOR CANADIAN RANGERS
PROGRAMME PERSONNEL

ADULT COMMITTEES

1. Each Junior Canadian Rangers (JCR) Patrol shall be supported by an Adult Committee (AC) that will act in conjunction with their community, their JCR Patrol, and the CF to share in the development, delivery, and evaluation of the JCR Programme. Director Cadets (D Cdts) and JCR may authorize CRPG to waive this requirement on a temporary basis.

2. The AC is a fundamental contributor in the JCR Programme at the community level. At the practical level this is a working collaboration between the AC, the JCR patrol leadership, the local Canadian Ranger (CR) Patrol, and the Canadian Rangers Patrol Group (CRPG). Additionally, it is a symbolic relationship between the community and the CF, created specifically to support a youth programme for the community.

3. The relationship between the CF and the AC is based on an acceptance of established roles and responsibilities in an environment of open communication and mutual respect.

Members

4. The AC is formed by the host community in consultation with the CRPG. The AC should consist of five to eight members including:

  1. a chairperson;
  2. the JCR Patrol Leader;
  3. a treasurer;
  4. a JCR (usually the JCR Sergeant or JCR Master Corporal);
  5. a second representative of the CR Patrol; and
  6. other adults as required.

Screening

5. With the exception of JCRs, all selected members shall sucessfully undergo screening in accordance with JCRATO 63-02 - JCR Programme Screening Policy prior to their appointment.

Volunteer Status

6. AC members who are not CF members or JCRs are volunteers and shall complete and sign the volunteer agreement at Annex A. JCR Patrol Leaders recommend all volunteers and the CRPG Commanding Officer (CO) approves volunteers.

Establishment

7. The AC is a community based and sanctioned entity. To ensure overall community input and support to the JCR, the chairperson shall be a civilian approved by community leadership. The AC shall not be chaired by a CR without approval of the CRPG.

8. A new AC shall be formally established in the presence of a member of the CRPG. The AC will draft a document declaring the establishment of the AC. This document shall be reviewed and agreed to by all AC members to attest to their understanding of their collective responsibilities as stated in this policy, and act as a formal recognition of their contribution to the JCR Programme. Each signatory will receive a copy and a copy shall be forwarded to the CRPG.

Meetings/Consultation

9. The AC should convene on a regular basis, and members should make themselves available for consultation with the JCR Patrol Leader and the CRPG staff when requested. The scheduling of formal meetings shall be at the discretion of the AC. Topics of discussion may include:

  1. regular planning or review of activities;
  2. processing of applications for new JCR, AC members, or volunteers;
  3. meeting with CRPG staff or other guests;
  4. responding to significant incidents;
  5. coordinating plans prior to a field training exercise; and
  6. annual JCR patrol issues (training, finance, and supply).

10. Although participation on the AC is voluntary, the AC chairperson is responsible for ensuring that all members are informed, involved, and active in supporting the JCR patrol.

JCR PATROL LEADER AND JCR PATROL SECOND IN COMMAND

11. The AC, the CR Patrol, and CRPG work in consultation in selecting leaders and instructors for JCR Patrols. These adults may have a tremendous amount of influence developing social and moral attributes of the youth in the JCR Programme, and shall be selected with due diligence in order to foster a safe and nurturing environment.

Screening

12. The JCR Patrol Leader and JCR Patrol Second in Command shall sucessfully undergo screening in accordance with JCRATO 63-02 - JCR Programme Screening Policy prior to their appointment.

JCR Patrol Leader Prerequisites

13. The prerequisites and qualifications for a JCR Patrol Leader are:

  1. be a member of the CR who has completed initial training;
  2. have demonstrated pertinent skills and abilities beneficial to instruction and supervision of the JCR Programme;
  3. recommended by the AC and CR Patrol Commander; and
  4. approval by the CRPG.

JCR Patrol Leader and JCR Patrol Second in Command Selection Process

14. The AC shall inform the CRPG CO of their recommendation. Ideally this recommendation is a result of a consensus between the AC and the CR Patrol. In the event of a disagreement, the CRPG CO shall appoint the JCR Patrol Leader and JCR Patrol Second in Command.

15. The CRPG shall have a representative attend and witness the appointment of the new JCR Patrol Leader and JCR Patrol Second in Command.

Dismissal

16. Removal of a JCR Patrol Leader or JCR Patrol Second in Command from participation or involvement in the JCR Patrol is at the discretion of the CRPG CO in consultation with the AC and CR Patrol.

VOLUNTEERS

17. Prior to working with a JCR Patrol, prospective volunteers shall:

  1. be interviewed by the AC to determine suitability including but not limited to:
    1. having a disposition and bearing conducive to youth development,
    2. being physically and mentally ready to instruct activities, and
    3. demonstrated pertinent skills and abilities beneficial to delivery of the JCR Programme;
  2. complete and sign the volunteer agreement at Annex A, which will be used to:
    1. inform volunteers of the potential liability attached to their activities,
    2. ensure volunteer duties are in accordance with QR (Cadets),
    3. ensure volunteers are actually capable of performing the functions for which they are volunteering, and
    4. ensure an agreement is in place for the duration the volunteer will be providing services to the patrol; and
  3. successfully undergo screening in accordance with JCRATO 63-02 - JCR Programme Screening Policy.

18. JCR Patrol Leaders recommend volunteers and the CRPG Commanding Officer (CO) approves volunteers.

Dismissal

19. Removal of a volunteer from participation or involvement in the JCR Patrol is at the discretion of the AC in consultation with the CRPG CO.

JCR

20. Membership in the JCR Programme is voluntary and subject to eligibility criteria.

JCR Membership Criteria

21. To be eligible for membership as a JCR a person must:

  1. be a Canadian citizen, a permanent resident, or the dependant of a person who is lawfully resident in Canada on a temporary basis for the purposes of education or employment;
  2. not belong to another of the cadet organizations within the Canadian Cadet Organization;
  3. be not less than twelve years of age and not have attained the age of nineteen years;
  4. be of good character;
  5. be acceptable to the JCR Patrol Leader; and
  6. provide the JCR Patrol Leader with a written consent for membership, as provided by the CRPG, signed by one of their parent or guardian.

Documentation

22. All completed consent forms will be forwarded to the CRPG for retention.

23. Upon termination of their membership, JCRs shall be provided with a copy of their file. CRPGs shall retain a JCR’s original file until the JCR reaches the age of 25. The files may only be destroyed at that time in accordance with Defence Administrative Orders and Directives on the management of recorded information and Treasury Board policy on the management of government information.

Voluntary Termination of Membership

24. A JCR who no longer wishes to be a member of a patrol shall inform the JCR Patrol Leader. The JCR Patrol Leader shall inform the JCR’s parent or guardian of the termination of membership, recover issued materiel that the JCR is not authorized to retain, and notify the CRPG.

Termination of Membership

25. JCR membership is terminated upon attaining the age of nineteen.

26. The JCR Patrol Leader in consultation with the AC may terminate the membership of a JCR for any good and sufficient reason, including a request by the JCR’s parent or guardian. If this occurs during an activity, the individual will be returned home when it is safe and reasonable to do so.

27. The JCR Patrol Leader shall inform the JCR and their parent or guardian of the termination of membership, recover issued materiel that the JCR is not authorized to retain, and notify the CRPG.
