JUNIOR CANADIAN RANGERS (JCR)
PROGRAMME SCREENING POLICY

GENERAL

1. The following policy applies to personnel working in support of the JCR Programme.

2. The JCR Programme will have appropriate, thorough, and recurring screening for personnel working in support of it. This will ensure that with the protection and safety of youth as the goal, we will meet the moral, ethical, and legal obligation to have a process to prevent wrongdoing or abuse of youth entrusted to our care.

3. This policy should be read in conjunction with JCRATO 64-02 – Training Safety and Supervision.

SCREENING PROCESS

4. Screening is a multi-stage process to ensure the right people are selected for working in support of the JCR Programme. Screening shall occur prior to working in support of the JCR Programme.

Stage One – Self-Assessment and Briefings

5. Canadian Ranger Patrol Groups (CRPG) shall provide personnel information so that they can make an informed decision regarding their willingness to work in support of the JCR Programme.

6. CRPG shall provide personnel briefings that will educate, support, and give them skills to prevent and deal responsibly with situations of safety, harassment, and abuse.

7. The type and degree of briefings vary between activities as well as between those attending. CRPGs shall determine the type and degree of briefings that are appropriate for a person’s involvement in working with the JCR Programme.

8. All personnel working with the JCR Programme shall complete this stage.

Stage Two – Interviews and Community
Reference Checks

9. Personnel at the JCR Patrol level shall be interviewed and have a community reference check to determine suitability for working in support of the JCR Programme. The interview and community reference checks are a collaborative process by the CRPG, the Canadian Rangers (CR) in the community, and the Adult Committee (AC).

10. Personnel at the CRPG and Director Cadets and Junior Canadian Rangers (D Cdts & JCR) levels shall be interviewed for suitability for working in support of the JCR Programme.

11. Personnel who are working closely with JCR shall complete screening to this stage. Personnel could include Canadian Rangers assisting with an activity, guest lecturers, contractors, etc.

Stage Three – Police Records Check (PRC) and Vulnerable Sector Screening (VSS)

12. Police agencies conduct PRC and VSS in different manners. For the PRC, police agencies conduct national and regional searches (through Canadian Police Information Centre (CPIC), Police Retrieval Operation System (PROS), etc) as well as a local search. The local police agency will determine what type of national and regional searches will be conducted.

13. Requests for PRC and VSS are to be made to the police agency having jurisdiction for the person’s place of residence.

14. Should PRC and VSS result in no incidents noted, they will be filed in the person’s file and if they are a CF member, registered in the Human Resources Management System (HRMS). PRC and VSS reports are to be retained as a permanent part of a person’s file.

15. Should PRC and/or VSS result in adverse findings, the person shall be given an opportunity to refute or explain the information. The screening report and the rebuttal shall be forwarded to the CRPG (D Cdts & JCR in the case of JCR Coordination Cell personnel) for additional review. The additional review shall be made in cooperation with Deputy Provost Marshall – Security (DPM Secur) to determine a decision regarding the person’s reliability status.

16. Mandatory screening shall occur for the following personnel:

  1. JCR Patrol Leader;
  2. JCR Patrol Second in Command;
  3. Community PHASE Facilitators (CPF);
  4. Adult Committee members;
  5. personnel required to sleep in close quarters (same tent, hotel room, etc) with JCR, at activities outside of community level training;
  6. JCR Officers (JCR O);
  7. JCR Instructors (JCR I);
  8. Regional PHASE Coordinators (RPC); and
  9. JCR Coordination Cell personnel.

17. Contractors, volunteers, other CF members, etc who take on the roles and responsibilities similar to positions listed in paragraph 16 above shall also complete screening to this stage.

18. PRC and VSS shall be updated every five years.

Review and Approval

19. The results of the screening shall be reviewed by the CRPG (D Cdts & JCR in the case of JCR Coordination Cell personnel) and personnel shall be notified whether they have been found suitable for working in support of the JCR Programme.

20. If a CF member is found unfit to work in support of the JCR Programme they shall be subject to the CF Administrative review process detailed in DAOD 5019-2.

21. CRPG Commanding Officers may choose to screen personnel to a higher stage at their discretion.

Recurring Screening

22. Screening is an ongoing process. Selfassessment regarding one’s willingness to work in support of the JCR Programme as well as briefings, interviews, and community reference checks shall occur periodically. PRC and VSS shall be updated every five years.

FUNDING

23. CRPG are authorized to expend funds to create a pool of screened personnel.

24. Certain Police agencies may charge a fee to conduct PRC and VSS but may waive these fees for those working in support of or volunteering for a youth programme. However, if fees are charged, personnel are authorized reimbursement through their CRPG (D Cdts & JCR in the case of JCR Coordination Cell personnel).

25. CRPG are to pay for costs associated with screening out of the JCR patrol funding allocation.
