JUNIOR CANADIAN RANGERS (JCR) PROGRAMME PLANNING GUIDANCE (PPG)

1. The JCR PPG details the financial framework and business planning process and procedures for the JCR Programme including:

  1. JCR Programme capabilities: training of JCRs, training of adults, and command and support;
  2. the business planning cycle;
  3. initial funding allocations;
  4. anticipated funding levels;
  5. identification of anticipated financial pressures;
  6. analysis of anticipated financial pressures;
  7. financial reviews; and
  8. letters of management attestation.

JCR PROGRAMME FINANCIAL STRUCTURE

2. In his letter dated 16 March 2004, the Vice Chief of Defence Staff directed:

  1. the JCR Programme to use Fund C120 for Military Pay, Operating and Maintenance, and Salary and Wage Envelope, and Fund C507 for Capital expenditures;
  2. all Canadian Ranger Patrol Groups (CRPGs) to adopt an identical Internal Order (IO) structure; and
  3. all JCR Programme transactions must be identified against IOs.

3. The IO structure for the JCR Programme will be provided by the Director of Cadets and Junior Canadian Rangers.

4. Financial coding is provided by Director Financial Policy and Procedures.

LORD STRATHCONA TRUST FUND (LSTF)

5. CRPGs are provided their LSTF allocation in approximately June annually. The LSTF accounting period is 1 June to 31 May.

6. At the national level, the LSTF Executive Committee sets the Administrative Guidelines and Organizational Principles for the LSTF. The last promulgation of the Administrative Guidelines and Organizational Principles was on 3 Dec 03 and details, but is not limited to:

  1. examples of authorized and unauthorized expenditures;
  2. requests for reimbursement; and
  3. specifies that accumulation of reserves are limited to a maximum of two year's average allocation.

CANADIAN RANGERS (CR)

7. Land Force Command Order (LFCO) 11-99 details general administration for CR including:

  1. rates to be paid when CR are on Temporary Duty;
  2. loss or damage claims; and
  3. Equipment Usage Rates.

JCR

Provisions

8. As civilians, JCRs do not have entitlements or compensation reimbursements that Canadian Forces Members or government employees have.

9. JCRs may be provided with rations, transport, and accommodations within the following parameters:

  1. JCRs are entitled to a meal when they are:
    (1) outside of their community on an approved JCR activity (such as on the land, in another community, etc);
    (2) training/on duty over the meal hour, where no meal break is scheduled; and/or
    (3) in their community on an approved JCR activity where they are expected to occupy quarters;
  2. when JCRs are entitled to a meal that cannot be procured on their behalf:
    (1) they are not entitled to be paid the meal rate. Instead, they can be reimbursed up to the meal rate, and
    (2) in those very rare instances when obtaining a receipt is not possible or is impractical a JCR shall be provided an amount which the JCR and the activity OPI together deem reasonable in that it fairly represents the amount to be spent by the JCR to satisfactorily feed themself, up to the meal rate;
  3. JCRs are not entitled to incidental expenses; and
  4. JCRs may not received compensation for equipment usage, such as through the Equipment Usage Rate in LFCO 11-99.

Training Allocation

10. JCRs attending an Enhanced Training Session (ETS) may be provided a training allocation in accordance with Queen's Regulations and Orders for the Canadian Cadet Organizations (QR (Cadets)).

11. The purpose of the training allocation is to provide JCRs an allocation for personal expenses while attending training to reduce the potential for hardship or social barriers.

12. The training allocation shall be provided within the following parameters:

  1. JCRs must attend five or more days of training. JCRs are not provided a allocation on travel days to and from the activity;
  2. the training allocation is at a rate of $10.00 per day to a maximum of $60.00 per week to a maximum of $360.00 per ETS;
  3. JCRs should be provided an advance for the first week of the activity as soon as practicable. Other payments should be made periodically during the remainder of the activity;
  4. JCRs who are returned to their unit (RTU) are only provided the allocation for training days completed, regardless of the reason of the RTU; and
  5. Staff JCR are not paid a training allocation.

Staff JCR

13. Staff JCR may be utilized in accordance with QR (Cadets).

14. Staff JCR is the term to describe JCRs undergoing advanced training in areas including but not limited to instructional, supervisory, or administrative functions at the discretion of CRPG COs. Staff JCR are not employees.

15. Staff JCR are paid at the rank to which they have been appointed at the rates listed in Cadet Administrative and Training Order 13-28, "Advanced Training Staff Cadets". Staff JCR are not eligible for pay level or incentive pay category increases.

16. Staff JCRs may not be less than 16 years of age as of the first day of January of the year of advanced training.

17. Since CRPGs do not have access to the Staff Cadet role in the Revised Pay System for Reserves (RPSR) to be able to effect pay for Staff JCRs, when Staff JCR will be utilized:

  1. CRPGs shall provide names and all necessary information to the appropriate Regional Cadet Support Unit (RCSU); and
  2. RCSUs shall enter them in RPSR under the regional Cadet Summer Training Centre, process pay, and issue Records of Employment.
