LOGISTICS
GENERAL
1. Materiel will be issued by the Canadian Forces (CF) to a JCR Patrol and a JCR in accordance with the entitlements prescribed by the Chief of the Defence Staff.
Scales
2. The applicable Scales of Issue are:
- D08-120AA - Junior Canadian Rangers - Community Program;
- D08-120AB - Junior Canadian Rangers - Summer Enhanced Training Sessions (ETS);
- D08-120AC - Junior Canadian Rangers Patrols - Community Program; and
- D08-120AD - Canadian Ranger Patrol Group - Summer Enhanced Training Sessions (ETS).
Process
3. Scales of Issue are a component of the Materiel Authorization Document applicable to bases, stations, units and personnel. Scales of Issue provide a basis for calculating entitlement and are the authority for Canadian Ranger Patrol Groups (CRPG) to demand and use the materiel listed in the JCR and JCR Patrols scales. However, the applicable Supply Manager may control issue of materiel for reasons of safety, security, configuration management, limited operational assets or funding restrictions.
4. Scales of Issue are authorized by Director of Land Requirements. Scales are amended, published and authorized by Director Supply Chain Operations and managed within the CF Supply System Upgrade.
1. CRPG may request amendments to the JCR Scales of Issue through Director Cadets and Junior Canadian Rangers (D Cdts & JCR).
Canadian Forces Supply System (CFSS)
6. Scaled equipment for a JCR Patrol is provided through the CFSS to the CRPG/Patrol. There is no requirement for patrols to initiate orders through the CFSS.
Clothing Consolidation Contract (C3)
7. Scaled clothing items are procured by the CRPG through the C3.
8. Shipping of clothing under the C3 contract to locations other than a CRPG's headquarters shall occur only when the following has been verified:
Responsibilities
1. CRPGs are responsible for the care and custody of the materiel issued to the JCR Patrols under their jurisdiction.
2. Standard Supply Instruction provides the guidelines in managing Supply Customer Accounts along with the responsibilities of Supply.
3. CRPGs are responsible for controlling and distributing scaled equipment to their patrol members. Each item on the Scale of Issue has a calculated life span and is replenished within the CFSS based on usage.
PROCUREMENT, PERSONAL SERVICE CONTRACTS AND LEASING
4. Procurement of goods and services in support of the JCR Programme will be in accordance with policies and guidelines published by Treasury Board and PWGSC.
STORAGE
5. Patrol stores must be secured. Provision of a storage facility may be required and is a shared responsibility of the Adult Committee, the JCR Patrol Leader, and the CRPG.
RATIONS
6. D Cdts & JCR will support 15 meals per JCR per year for use on their three field training exercises as part of the Community Programme. Where possible this will take the form of shelf stable portable-type rations such as individual meal packs or meals ready to eat.
7. DND has a requirement for shelf stable meals to include vegetarian and faith-based meals.
8. All other meals provided for JCR Programme activities are the responsibility of CRPGs.
9. JCR may consume food prepared using traditional methods as part of the JCR Programme.
10. Additional direction regarding food for consumption by JCRs will be provided in the Canadian Cadet Organizations Food Services Directives and Instructions.
